In certain areas, they should be able to attack you on sight. The Ice Caps is supposed to be the most dangerous place in the game(to non-mods), so it definitely needs to be as bad as it can be.

And if you remember how Jarnunvosk died, the Urgals, armed with magic strong enough to cut through a Rider's wards with ease, came out of nowhere and left everyone dead except for Galby, who was severely injured. After one spontaneous attack too! So yea, the ice cap will be very dangerous.
